Why twelve minutes matters
A “full police shift” copied from a YouTube cop RP will not fit most real sits. Design one finished loop:

- Crime: one score with a named exit, then stop (Crime and Heat)
- Learning: plaza drill only (Controls, Mobile and PC, Vehicles)

Step 1: Name time and energy
